The Communist Party of the USSR soon realised after 1917 that popular culture was not only a potential means of influencing the population, but in fact to NOT use it would leave this area of life open to capitalist influence and therefore risk the hearts and minds of the general population.  Yet the controls of the 1930s leave one astounded at the lengths to which they would go to ensure that only acceptable messages were published.
