The trigger for the Purges of the early 1930s, namely the policy of Dekulakisation and the clearing out of party members not favoured by Stalin, to develop into the widespread terror and murder of the later 1930s was undoubtedly the murder of Kirov.

Who was responsible?  Was it the bitter ex-party member Nikolayev?  Or was the answer more sinister, a murder directed by Stalin and orchestrated by the NKVD?
